Update ROS 2 Galactic instructions #137

It seems that OR has changed some details about how installs are configured, making the install more generic for Debian vs for Ubuntu. Need to investigate if any changes need to be made (besides updating the link).

Primary is now just "Debian:" https://docs.ros.org/en/galactic/Installation/Ubuntu-Install-Debians.html Ubuntu became an alternate: https://docs.ros.org/en/galactic/Installation/Alternatives/Ubuntu-Install-Binary.html
