Publish IR Opcodes #61

the topic /ir_opcodes should publish some predetermined codes to describe what the robot's forward facing IR receiver and Omni receiver see from the dock's IR emitters.

The table below describe what these codes should be according to the robot's pose relative to the dock docking :

I made it. You can freely use it

See #84 for more info -- FF and buoy op codes are no longer produced at once.
