XML signature format is not the same as Digital sky Portal #5

Needs investigation to find exact nature of difference. Mostly a minor detail in the signature implementation.

Turns out this is a problem with the digital sky portal which uses SHA1 for permission arefacts and note SHA256 as specified by the RPAS Guidance Manual
