Remove 1.17.1 support #605

What is the purpose of this pull request?

Removes 1.17.1 support as per private discussions. Moved worldguard files and dependency to v1_18_R2 to preserve WG support on >1.18 Also updates README.md and COMPILING.md (Also includes update for future 1.19.1 support)

How do your changes address the purpose?
