Capslock blocks entering hexadecimal letters to command column #61

What steps will reproduce the problem?
1. Turn on capslock
2. Try to type command values on any track

What is the expected output? What do you see instead?
I should be able to type command values regardless of capslock state. If 
accidentally enabled, capslock blocks typing hexadecimal letters a-f to the 
command column.

What version of the product are you using? On what operating system?
V2.5.3 on WinXP SP3

Please provide any additional information below.
I wasn't able to find any keyboard shortcut reference where capslock would be 
used. Given this fact, is there a reason why this function exists? Should it 
matter whether capslock is on or off as upper/lower case command params are not 
differentiated anyway?
