执行updater模块未能将mirai-core更新至最新版 #146

执行updater模块仍只能将mirai-core更新至发布于9.12的v2.12.3，但最新版是v2.13.0(发布于两天前) 由于本次mirai-core更新包含一项修复：

修复使用 ANDROID_PHONE 登录时提示 "当前QQ版本过低，请升级至最新版本后再登录。" 的问题 (https://github.com/mamoe/mirai/issues/2298, https://github.com/mamoe/mirai/pull/2312 by @cssxsh)

先前的Issue：https://github.com/iTXTech/mirai-console-loader/issues/142 由于该mirai的bug关系到机器人的启动环节，个人认为该项修复极为关键。

已通过 https://github.com/mamoe/mirai/issues/2298 的办法更新。
