建议：

网页往下拖动时，导航栏固定在最上面。 导航栏

附议一下，是不是可以做成开关进行选择： 1.网页往下拖动时，导航栏固定在最上面 2.现有的实现方式。

只是想法，不知道是不是方便实现，供作者参考。
