[IP] Code copyright Review

Context

The purpose of this issue is to track license and copyright holders for each part of the project.

Proposed fix

The osgeo Code Provenance Review provides a good framework to start:

• [ ] Does the file include the license information? Is the file under the normal project license?
• [ ] Is there anything obviously unusual about the origin of the code? Does this pose any conflicts? Is the issue properly described in the source file?
• [x] Maintain a list of all copyright holders (already done in CONTRIBUTORS.md).

For each source file (code, documentation and data) include:

• File name
• License
• Copyright Holders (if known)
• License header included?
• Issue?

Template (inspired by the Provenance Review Template):	File	License	Copyright holder	Licensed?	Issue(s)?	Comments

Maybe we could generate such table from git blame ?

We did an initial IP & code provenance review back then in 2015 for the first itowns opensource release. If you cannot find the report from 2015 in IGN's archives, I can probably send it to you, this would probably be a good starting point to make this chore faster.
