Use flow layout to display popout widgets #1049

Changes

This PR fixes #960 by using a consistent display property for popout widgets. This matches other widget types: floating widget, stage panel widget, and popout widget when the reparentPopoutWidgets preview feature is enabled.

Testing

Tested via test-app, updated snapshot of e2e test
