Fix `mixed-decls` warnings #939

Changes

This PR fixes #911 to resolve mixed-decls warnings by moving CSS declarations to the beginning of the rule. Additionally:

The sass version is bumped to the latest since mixed-decls is only reproducible from 1.77.7
CI will run vite build for the standalone test app to catch SASS warnings in the future
