Packages affected by Node-cli ES migration

Following #203, packages will need to be moved to ES in order to continue using node-cli-authorization. Below are a list of packages that use it:

• iTwin/connector-framework
• iTwin/pcf
• iTwin/imodel-reporter
• iTwin/insights-api-sample-console-app
• iTwin/imodel-transformer/test-app
• iTwin/imodel-transformer/performance-tests

The above does not include internal packages.
