Shadows on Scrollable areas #366

Fade effect on the bottom when scroll is visible. It should be shown only when scrollbar is visible, so it is possible only through React but we still need styling for it. Example

Removing the "blocked" GitHub label since we have an implementation in Tabs that could be reused for this case.
