Edited the rush.json file to not publish test and utility packages. A decision to publish them in the first place was not thought through well as there is no need to publish those packages - they are all dev dependencies of actual user-facing packages and dev dependencies are not installed by users. I think it is better to disable the publishing later than never to minimize the number of packages that will need to be maintained.
