In this PR:

Updated typescript to 5.3.3
Add conditional function call in BackendIModelsAccess to close file. This is required because of the recent rename. We cannot just call the new function because version 4 of packages must work with all versions of iTwin.js 4.x
Updated lint tooling
re-generated package-lock file to pull in latest iTwin.js packages
