Lower third problem - Effects are not supported when caching is not available #147

What steps will reproduce the problem?
1. During Hangout On Air the blue bubble appears with the message: "Effects are 
not supported when caching is not available"
2.
3.

What is the expected output? What do you see instead?

No lower third at all

What version of the product are you using? On what operating system?

Google Chrom (latest version), Win 7 64bit

Please provide any additional information below.

I am getting this error on Chromebooks running both v40 and v41.  It is hit and 
miss.

I'm getting the same on anything that overlays something on the video feed.

Asus C300m Chromebook running Version 42.0.2311.50 beta (64-bit)

This also happens on my Chromebox

Version 41.0.2272.102 (64-bit)
Platform 6680.78.0 (Official Build) stable-channel zako_freon
Firmware Google_Zako.5219.30.0

It's the little HP Chromebox

Same for me, but when I log in to google+ in the browser and use hangouts 
calls, it works fine...
