Create sponsorship proposal document

The proposal document is a pre-requisite for approaching individual and companies that want to donate to TOKI.

Some things that should exist in the proposal doc:

• Current TOKI expense and projected expense in the future
• Plan on how to use the fund. Possibly broken down into 4 parts:
  • TLX maintenance
  • Running Bebras
  • Bebras App development
  • IOI admin
