London is tricky. Certainly we shouldn't go to the extreme of completely splitting up Greater London into separate cities. I don't think anyone considers Westminster to be its own city. On the other hand, it seems to me that towns like Kingston upon Thames and Croydon do have more of an independent status. I'm not sure whether they should be included or not.
I could supply data for the United Kingdom relatively soon. It would include English and Welsh BUAs, Scottish localities, and Northern Irish settlements. One question I do have, though, is this: Would you like to split London into places like the City of Westminster and Kingston upon Thames, which would have London at a proper population of just over 10K? Or would you prefer it to be at the 8 million population figure?
