To answer: Are there clear guidelines for third parties wishing to 1) Contribute to the software 2) Report issues or problems with the software 3) Seek support

I added both files (Code of conduct, the Contributing guide lines)

The contributing guide lines are not detailed much as the example you sent me. Maybe you could add the steps that you followed when working with the code.
