Create action class #18

Create a standalone action class that will be used for handling "low-level" actions within a HH. Consider the following properties:

[ ] Name: Short name of the action (e.g. MAP for the Max Profit heuristic in KP or MPA for the Most Pending Activities in JSSP)
[ ] Description: Brief text explaining the action for better understanding it
