I don't think it's fixable, bcz this repo might not following the Hacktoberfest's value, so they have excluded this repo. Or you can try to argue with Hactoberfest and understand the cause.

Whenever you merge a pr give them label as hacktoberfest and hacktoberfest-accepted. If it is still excluded than you should ask to hacktoberfest on discord.
