Add plugin support for directly updating timesheets #5

Add the ability to support plug-ins that update time sheets automatically
for the user.

Things to support:
1) User can enable/disable/install plug-ins from the preferences.
2) Plug-ins should be able to have their own preference pane/options.
3) Plug-ins should be able to run at every refresh from iCal, at a
scheduled time, or on demand.
