Need to create a IBPalette to simplify working with the UI elements in IB.

It appears that Palette's created for the current Interface Builder are not 
compatible with the new one that will be 
released with Leopard.

If that is indeed the case, I don't see the need to create an IB 2 palette for 
such a short period of time (lacking it 
will not impact development or running on 10.4, it just means some manual 
labor).

Please comment if you have objections to this thought process.
