Animation framework #121

Right now, animations are all done in code, anywhere they're needed. PMFs provide bones, which makes it not too bad to do, but a proper animation framework or something would be good. Preferably, this would be something that artists can use to create animations for their models so we can have gun reloading animations, etc.

If there's an animation framework, an animation program like something Voxelstein 3D had would be perfect.
