Remove Semgrep GitHub Actions workflow #59

Not paying much attention to it (or actually, it seems that everything went okay-ish in the last months/years).

It was completely copypasted and committed as is.

If we change our mind we can readd it properly and provide further rationale on it.

I have actually disabled no longer relevant checks (hopefully!).
