Closes #231 by adding concessions to the game.

The revolution phase is a thing.
During the revolution phase players can reveal concession secrets to assign the concessions to their senators.
The assignment of concessions happens in chromatic order, starting with the HRAO

Concessions have no impact on income, and there is no visible indication of what each concession does.
