No Indication of a Tie in Tic-Tac-Toe Game

The current version of the Tic-Tac-Toe game, there is no message or indication when the game ends in a tie. After all moves are made and no player wins, the game does not notify the players that it's a draw.

@iamparas0 , I would like to work on this issue. Could you please assign it to me? Please assign it under gssoc-ext and hacktoberfest2024 along with the level labels.
