initialize encoders error #152

Hi! On one of my PCs it does not work without any noticeable reason:

obs ver 29.1.3 x64 windows 10 latest

Dave deeper into the code, changed video encoder and found that It only happens with nvidia hardware codecs. But they must be more performant. Is it a bug or what? Thanx!

Same here on both Windows 11 and Linux with OBS Studio 30. The software encoder works, but the hardware ones don't.

QSV (Intel Quick Sync Video) on Windows doesn't work either.
