Excludes filter error #113

What steps will reproduce the problem?
1. Using an excludes filter

What is the expected output? What do you see instead?
return all queries where the the filter column does not contain the value. I 
get an Error Generated by request::An internal server error has occured while 
processing your request.

What version of the product are you using? On what operating system?  With
what Salesforce.com edition?
Version 16.03 on Windows 7 with Excel 2010

Please provide any additional information below.
