move codec into package #3

The underlying issue with https://github.com/grails/grails-core/issues/9176 has been resolved. There is no need to merge this.

The underlying issue with grails/grails-core#9176 has been resolved.

I don't know what the underlying issue was but I didn't do anything to resolve it. I was unable to reproduce the problem.

The underlying issue was on my side. I did a gradle clean at the parent project level, and that seemed to clear everything up.

(I have a parent project that contains my plugin and a proof of concept application that uses the dev version of the plugin. I generally only operate at one of those child project levels, and not at the parent level.)
