Formalizing Goals for OpenMined POC #11

My plan of attack is to start from the Goals of OpenMined as a whole for this POC, then the Features the individual projects need to have to accomplish these goals. After that, we'll start creating Epics, then Stories/Tasks for accordingly.

We have a detailed plan for the first MVP and rough ideas for the following two. I think @iamtrask wanted to port it to github

Yes but it's more of a minutes kinda style atm. But I think it will be finished by today (next 12 hours).

I'll be working on porting the doc tomorrow as @iamtrask is busy with focusing on pySyft onboarding atm, time for sleep now 💤
