Operations Team Info Update

On the Community-Teams.md, the Operations Team section needs to be updated with:

1) Tag line and description - the same ones submitted for the infographic - requirements:

• Tag line should be no more than 55 characters, one statement, no periods.
• Description should be no more than 240 characters and two sentences. It should begin with a verb such as "builds" or "works", and should not contain "we" statements.

2) Team members link - This will mean creating an Operations Team within OM's GitHub, here: https://github.com/orgs/OpenMined/teams/community/teams - And then linking to that (see all of the other teams for examples)

3) Requirements to join

4) Application top Join

5) A link to the Operations Team Roadmap folder within OM's Roadmap repo - This will mean creating a folder within OM's Roadmap repo for the Operations Team, which should include a README describing what the Operations Team is (check out the Writing Team roadmap in that repo for an example), and any docs we want to share with the community.

Docs that are generally set and probably won't change in major ways in the near future should be transferred to .md files, but links that are still being worked on collaboratively can be linked out to their respective Google Docs/Sheets/AirTables/Trellos/etc.

The reason to do this is so that any resources we want to share with the community are discoverable by the community (rather than just in a message or doc somewhere).

*** This should be assigned to the team lead (Peter), but I can't find him on GitHub, so the reason I tagged you, @adventuroussrv, is because I know you got some of this info from Peter recently for the teams infographic. So if you have time to copy+paste some of that info in, it would be super helpful! But I've also reached out to Peter to see if he has a GitHub or is interested in creating his roadmap, etc.
