Shutdown command doesn't work #96

What steps will reproduce the problem?
1. login via ssh or telnet
2. type shutdown 

What is the expected output? What do you see instead?

Router must power off,but only telnet and ssh daemons are stopped.
After shutdown - router continoue PPPoE connect and reply on ping request. 
Also, after shutdown command - router availiable via AdminGUI in browser.

What version of the product are you using? On what operating system?
RT-N56U: firmware version: 1.0.1.7f-p10
