Changed Viacoin (VIA) Prefix form "viacoin" to "via" #474

Viacoin Core 0.16.3 added BIP173 (Bech32) Address support ("via1..." addresses), I could not find any references about "viacoin1..." addresses. The previous prefix also caused a different checksum to be generated in the addresses.

There's a lot of script tags added to index.html but no scripts to go with them.

There's a hidden xmr-seed-container form element that has no logic to unhide it.

If this is just adding network parameters, please remove these extra bits. If this is adding extra features please make sure they are complete.

Please also add a test.
