@iandees or @efostermoore -- want to take a look at https://mapwarper.net/users/11335 and see if that is useful. I don't understand well enough if those three maps (the source map above seems to actually represent 3 separate maps) is what we're after for the "georeferencing" phase here.

By the way -- I was able to convince myself that I can load the maps from the mapwarper link above into geojson.io and draw a polygon there and export it as geojson, and confirmed (via the gmaps demo page) that the exported polygon shows up in the place I would expect. But I just drew a random polygon to test.

I may be able to take this the rest of the way through the geotracing step, but need some help from someone to:

• Confirm that the georeferencing seems correct, particularly the way I chose to break the source PDF into 3 separate georeferences.
• Guide me in the tracing itself. Assuming I georeferenced correctly, it still isn't obvious to me what the maps mean. Examples:
  • The Baker detail version has boxes that say "Precinct 1" and "Precinct 2", but it's not at all clear to me where exactly the precinct lines truly lie. The legend (in the main PDF) states that precincts 1 and 2 are divided into east/west, presumably by the vertical line, but it's not clear where the outer lines are. Should I just assume the outer lines to be the boundaries of the detail box itself?
  • What do we think is the point of the the Plevna detail inset? The larger map seems to indicate that the inset is already contained in the larger precinct 4 area, so I wonder why it is there.
