When a note contains an ampersand, its is not displayed properly in JOSM: everything inclunding the & gets truncated and only the rest is displayed.

Take note/27406 for an example: In JOSM 6121 I only see menuonr=219369970 (which is the last part of the url posted in the note) instead of the whole note.
