Updates in this Pull Request include:
VS Code Settings: Removed the redundant .settings file. I've learned that using workspace settings alone is efficient and eliminates the need for a separate settings file.
buf.yaml: Made necessary fixes.
File Service: Several functionalities including 'writer', 'loadTestData', and 'stat' have been implemented.
Stat Request: 'Stat' requests for files have been introduced. I am currently working on a similar feature for directories, which will be added to this section shortly.
Real File Testing: At present, two common scenarios are covered: 'create -> write -> close' and 'open -> read -> close -> delete'. I am thinking we only need to focus on the 'happy path' since we've extensively covered potential false cases in the tests of files in the cache.
Review Feedback: Incorporated changes suggested in the review comments from my previous pull request (#25).
