Update versions of externals for el8 #30

packages not found: mesa-glu, xextproto, krb5, openjdk and libc. packages updated to a minor version: binutils, libx and libxpm.

Not at the moment. The actual versions of externals doesn't matter that much - as long as they satisfy other packages' requirements.

Looks like it can't be merged into 13_0_X, can you redo it please? Thanks!
