Out of date data which has been unpublished may be left accessible for download, if it is only data for region/country #20

As per the title, under certain circumstances this tool may make out of date data accessible; only likely for regions/countries with very little data, but still possibility. The actual problem is with the library this tool uses, and there is an associated issue here:

But when that library has been updated to fix this, this tool will need updating to use new version of iati-flattener
