Captive portal for users connecting to the access point #138

As the operator I want new users that connect to the access point to be redirected to a captive portal, so that useres only need to scan one QR-code. Optionally: ... to redirect new users to a landing / login page where I can request the acceptation of use policy or give a menu for further actions.

In a first step the captive portal shall redirect the new user to the driver ui.
