InCommon: remove RegistrationInfo addition stage #16

The current configuration includes a conditional infiltration of <RegistrationInfo> metadata for those entities that don't already have it. This will be redundant after the InCommon production aggregate changes to always have these elements, and it can be removed some time after that.

The change is currently scheduled for 2015-02-11.

Transition has happened with no problems, so this is clear to proceed.
