Create CONTRIBUTING.md and update the required version of npm-run-all #2

Hi. I wrote a draft CONTRIBUTING.md so that everyone can make sure how PR shall be done.

Please feel free to modify the proposed content (or even reject it and write from scratch).

Hi @ibesora !

I have updated CONTRIBUTING.md as advised in https://github.com/ibesora/vt-optimizer/pull/2 .

Also, I would like to suggest updating the version of npm-run-all because I noticed some vulnerability documented in https://github.com/mysticatea/npm-run-all/issues/150 .

Excuse me for mixing two things once. And please let me know if I have done this pull request wrong.

By the way, I am back from FOSS4G Asia 2018. It was nice that I had a chance to introduce vt-optimizer in our hands-on for the UN Vector Tile Toolkit. Cheers!
