[Don't merge] Shared stops #194

This is the preview of the shared stops feature. Please don't merge this PR.

Java 21!

This requires Java 21.

@miles-grant-ibigroup This now contains all upstream changes (Java 21!) including the shared stops (merged!) and the fix for using accessible routing with a walk reluctance of 45.

In simple words: shared stops plus fixed accessible routing.
