re-implement RAG database

support RAG. similar to #46, but may be arbitrarily enabled on Flows and/or Tasks, e.g.:

• have a Flow that searches Ibis docs, using a database w/ Ibis docs
• have a Flow that writes/executes SQL code, as in #46

could use embeddings and/or regular text search
