utility_1.0.0.yaml does not validate #6

Just imported the YAML for the utility via https://raw.githubusercontent.com/ibm-apiconnect/openid/master/utility/utility_1.0.0.yaml and the YAML does not validate.

There is missing reference to the following (see lines 628 & 674)

- $ref: '#/parameters/api_parameter'
- $ref: '#/parameters/scope_check'
