Add cluster create / delete schedule

Add a way to create and delete clusters on schedule

[moficodes]

• cloudant table (doc) for each account
• add record for a creation schedule
• add record for a deletion schedule
• after something has been deleted add a record (receipt)
• one week after that delete the creation and deletion schedule
• update github issue for jjs happiness
