ADR: Pod Labeling needs to be enabled

Changes required:

• Enabling the pull secret for the pre and post install jobs in the templates
• Enabling the extra labels for the pre and post install pod creation.

We've asked for a list of documented OPA-Gatekeeper policies and are moving forward with the code changes
