Adding 10.0.64.0/19 #16

In the ServiceNow the customer solved a communication problem with IKS servers allowing the firewall for the addresses range 10.0.64.0/19 - it should correspond to DAL01 in base to my seaches.

The customer asked to add this range in the documentation of the IP ranges and in "Classic: Opening required ports and IP addresses in your firewall" that is https://cloud.ibm.com/docs/containers?topic=containers-firewall#firewall_outbound
