Add the Advanced Notice Guidelines for PaaS offerings #3

The page only has a table for "IaaS offerings impact possibility definitions" as Table 2. Our customers want you to add the guidelines for PaaS offerings on this page.

The advanced notice for PaaS disruptive maintenance in the public regions is 7 business days based on the following blog: https://www.ibm.com/cloud/blog/announcements/advanced-notice-for-disruptive-maintenance-is-increasing

@tetsuofukuzaki thanks for opening this issue. at this time, there are no set guidelines for advanced notice for disruptive maintenance in regards to PaaS.
