sorry -- i didn't see these. unfortunately, that's still not clear. I would just completely delete this paragraph:
In the IBM Cloud global network of location. To achieve the highly available resources and service instances. You are forced to create resources in multiple regions, but with the same billing and usage. To achieve the low application latency, you may deploy your resources and applications to the location that are nearest to your customers. For more information, about location, see about locations.`
That wording is mostly duplicated in the link at the end of the paragraph about locations., but is more clear there.
I'd just make these more prominent:

Oh i see. I was suggesting not to add that, but to change the first sentence on the page to that. To know about the services provided in specific region and resource deployment, refer to, locations for resource deployment
