Adding a sub-step to create secret in ibm-observe namespace #16

Step 5 has instructions to delete the secret from the default namespace but there is no step to re-create the secret in the ibm-observe namespace. Adding a sub-step to Step 7 to create the secret in the ibm-observe namespace.
